Proposals that include putting all contracts out to bid go before the Yuba City Unified School District Board of Trustees when they meet Sept. 14 in the wake of discussions about school district agreements for copier machines.

"It's different ways the board can choose to award contracts," Baldev Johal, deputy superintendent for business said of the proposals.

The school district would have to re-establish a purchasing department if all pacts for such things as office supplies, furniture, carpeting and copy machines go to bid, said Johal.

"There's a legitimate argument to be made" for putting all contracts out to bid, added Johal, who said neighboring Marysville Joint Unified School District uses such an approach.

State law now requires bids only on pacts exceeding $78,500, he said.

The proposed changes in contracts come after Leon Ellis, an account executive for a copy company that Yuba City Unified does not use, raised concerns about costs and contracts involving copy machines.

"A lot of his points are insightful," Trustee Fred Northern said of Ellis, who appeared before the Board of Trustees on Tuesday.

Northern added that he has no problem with the Ray Morgan Co., which provides copy machines to the school district.
