NORWALK, Conn.--(BUSINESS WIRE)--Xerox’s (NYSE: XRX) Health Enterprise platform, a next-generation Medicaid Management Information System (MMIS), has received full federal certification in New Hampshire. This is the first instance of certification for Xerox Health Enterprise, which is also being used in Alaska and is under development in four other states.

“The CMS certification validates Xerox’s significant, ground-up investment in this comprehensive solution for modern Medicaid program management. Xerox Health Enterprise is a sound, reliable and scalable technology platform that makes Medicaid as easy and accessible as possible for a state’s providers, members and agencies”

The Centers for Medicare & Medicaid Services (CMS) requires each state’s new Medicaid application processing platform to be certified to validate that it meets all federal requirements, along with state Medicaid goals and objectives. With the certification, New Hampshire is eligible to receive the maximum amount of federal funding for its Medicaid program. The certification is retroactive to March 31, 2013, when the system first went live, and it was granted based on the latest federal checklists in the Medicaid Enterprise Certification Toolkit (MECT).

“This is a very important milestone,” said Commissioner Nicholas Toumpas, New Hampshire Department of Health and Human Services. “Since we started using Health Enterprise more than two years ago, we have put it to the test. The system lets us to pay billions of dollars to thousands of providers on behalf of New Hampshire’s Medicaid members. We‘re confident Health Enterprise will allow us to continue providing excellent service to our Medicaid service providers and members.”

Xerox Health Enterprise manages all aspects of contemporary Medicaid programs, including provider credentialing, member enrollment and management, and benefit plan management. It offers a variety of advantages to New Hampshire Medicaid:

  • Agility: New Hampshire has expanded its Medicaid program under the Affordable Care Act. Xerox Health Enterprise was configured to allow the state to onboard new members and begin processing transactions in just four months – a major accomplishment that can take six to 10 months with legacy technology.
  • Interoperability: State health agencies, like the New Hampshire Department of Health and Human Services, can easily communicate and exchange data with a state’s Medicaid network – a key aspect of federal regulations for Medicaid Information Technology Architecture (MITA).
  • Ubiquitous access: Health Enterprise’s modern architecture gives Medicaid members, providers and state agencies access to a variety of services anytime, anywhere.
  • Configurability: Though it was originally designed for a fee-for-service model, the New Hampshire system was flexible enough to accommodate a state program change and was converted to a managed care model in under 10 months.

As the CMS-certified Xerox Health Enterprise system is rolled out in other states, they can access additional features, including:

  • Mobility: Xerox Health Enterprise can give Medicaid members mobile access to their medical history and other services via Android and iOS devices.
  • Responsive screen design: A graphical user interface built on HTML5 simplifies and enhances operation for all end users – members, providers and state agencies.
  • Population health management: Data and analytics help states monitor and manage healthcare delivery and identify high-risk Medicaid populations who might benefit from state care management programs.

“The CMS certification validates Xerox’s significant, ground-up investment in this comprehensive solution for modern Medicaid program management. Xerox Health Enterprise is a sound, reliable and scalable technology platform that makes Medicaid as easy and accessible as possible for a state’s providers, members and agencies,” said Dave Hamilton, group president, Government Healthcare Solutions, Xerox. “The stamp of approval from CMS in New Hampshire should allow us to speed the process in other states we work with.”
