I would look at two things. Print Cost & Security Manager (PCSM) http://www.ricoh-usa.com/products/printingsolutions/pcsm/ or Equitrac http://www.equitrac.com/

Neither RCSM nor Equitrac have integrated Fax tracking capability if I'm not mistaken. I just got some info from Copitrak (www.copitrak.com). They even have the ability to track and bill back document scanning.

Can RCSM or Equitrac associate a cost with an account (for copy or print) and compile a billing report for the customer at the end of every month?
