Toshiba 6540C Pricing Help

Can someone help me out?

We are working with a church right now and they have a 6540C in place for the last 5 years. They paid about $14,200.00 for it and it has a booklet finisher and punch unit. This seems extremely low to me for that size machine and I was thinking it was probably a used machine. Can anyone give me some insight as to if this was possible back then.
