Russia government prevents arrest of hacker

The FBI was prevented from arresting Nikita Kislitsin in the country of Kazakhstan for allegedly being part of a malware gang attacking organizations in the U.S.

The Russians apparently took custody of the man and transported him to Moscow
Since the U.S. does not have an extradition policy with Russia, the FBI will not be able to apprehend the hacker
