Has anyone done an evaluation of a client using the PCSM or PAS softwre? I am interested in some feedback on your experience.

Haven't had the best experience working with Equitrac. The software is decent, but the support is lacking. I might recommend checking out a product called PrintAudit4 at www.printaudit.com This is a client-based tracking solution that just launched the ability to track copies as well. Some unique differences, and worth evaluating for your total account management efforts.
Web Image Monitor is also worth evaluating as it also has the ability to track copier and print volume by user. The data can then be exported into a .csv file for evaluation and potentially a charging scenario for user/department. The Equitrac/PrintAudit software has some "canned" reports, which make it a little easier, but for most organizations, the pretty reports aren't necessarily worth the investment into the software. The best thing about Web Image Monitor is that its FREE!
PCSM is VERY expensive, but definitley the most experienced as far as tracking software goes. The RA2K package is pretty slick as it can track copy traffic right off the touch panel - no more keypads!
PrintAudit4 is definitely an up-and-comer, having just released their keypad for copy tracking, and is seat licensed versus an enterprise package like PCSM.
Take a look at Web Image Monitor (the upgrade to WebSmartNetMonitor,) and see if you can provide a low cost, yet adequate management solution for your accounts. Good Luck!
